ACB stops Padambo from going to work

Anti-Corruption Bureau (ACB) has issued a restriction notice on Escom Finance Director Kandi Padambo from reporting for duties as directed by the corporation’s board of directors last week.
ACB director Gustave Kaliwo said in an interview Sunday he issued the restriction notice last week.
“It’s true that there is a restriction notice on Mr Padambo and the chief executive officer for Escom Mr (Allexon) Chiwaya is aware of this order. We do not expect Padambo to handle any document relating to Escom,” said Kaliwo.
He warned that if Padambo is working, then Chiwaya will be committing a crime and he might be arrested and tried under the Corrupt Practices Act.
Kaliwo said Padambo is not supposed to go back to Escom until the case he is answering in court is through.
Chiwaya could not be reached for comment Sunday as his phone was out of reach.
ACB arrested Padambo on September 14 and is currently on bail.
The Lilongwe Magistrate’s Courts heard that between June 3, 1999 and June 9, 1999 Padambo is said to have abused his office when he directed the payroll officer to pay him retirement benefits in excess of his entitlement, a charge which is contrary to section 95 of the penal code.
Padambo is said to have received or had under his control K1.7 million between 1995 and 1999 in his capacity as director of finance and that as a result of gross negligence or recklessness, the K1.7 million was either lost, stolen or cannot be accounted for.
Escom board of directors argued that Padambo has not been found guilty by the courts and that he should be deemed innocent until proven guilty.
The maximum sentence for the charges Padambo is facing is 12 years imprisonment with hard labour.
