Bingu reshuffles govt top posts

President Bingu wa Mutharika on Thursday continued his revolution of the civil service, releasing a list of 37 principal secretaries that had five heads of department, including Treasury secretary Patrick Chilambe, missing.
The new team has seven women, casting doubts on Mutharika’s pledge to increase women’s participation in decision making positions to 50 percent, instead of the Sadc target of 30 percent..
A statement signed by Chief Secretary to for the Public Service Charles Matabwa said the new appointments are effective August 1.
On what would become of some Principal Secretaries who were on contract with government, Matabwa just said:
“The situation will be clarified to the people who are affected. Are you on contract yourself? Why are you bothering as if you are on contract?”
Those who have retained their positions are Martin Mononga at Labour, Richard Pendame at Health and Francis Chinsinga at Transport and Public Works.
Some of those missing from the list are Anthony Livuza at Information, Communications and Tourism who have been replaced by Hawa Ndilowe and Moffat Chitimbe for Tourism, Arnold Juma at Statutory Corporations who has been replaced by Chrissie Mwiyeriwa.
Simeon Hau has taken over from Zangazanga Chikhosi at Education while Chilambe has been replaced by Milton Kutengule and Steve Matenje replaces Arthur Chibwana at Justice and Constitutional affairs.
Lucius Chikuni has been promoted to secretary for Foreign Affairs and his position as commissioner for Disaster Preparedness and Relief has been given to Randson Mwadiwa.
The new principal secretary in the Office of the President and Cabinet responsible for administration is Mike Matola while a Mr. S B Mwenye will handle the finances for OPC, S D Kalilangwe will be responsible for Defence, Samuel Madula will be responsible for Human Resource Development and P H Kabambe will handle Poverty Alleviation.
Beaton Munthali is now new secretary for water development, replacing Chinthu Chizonda who does not feature anywhere in the new appointments.
Patrick Kamwendo is the new secretary in the ministry of Economic Planning and Development while A T Daudi and Joseph Matope are secretaries for Agriculture and Irrigation and Food Security respectively in the ministry of Agriculture, Irrigation and Food Security.
Charles Msosa moves from the Vice President’s office to become controlling officer at Home Affairs and Internal Security while Thouse O’Dala is the new secretary for Mines, Natural Resources and Environment.
Ministry of Trade and Private Sector Development has two secretaries namely Mr Newby Kumwembe for Trade and Patrick Kachimera for Private Sector Development while Mary Shawa will be secretary for Nutrition and HIV/Aids in the ministry of Health.
George Mkondiwa moves to Lands, Housing and Surveys while Grain Malunga and Andrina Mchiela are two secretaries for ministry of Industry, Science and Technology.
Charles Gunsaru and Willie Samute are new secretaries at ministry of Local Government and Rural Development while Hanna Kawalewale will be secretary for Youth, Sports and Culture.
Bessie Kumangirana has been moved from OPC to Gender, Child Welfare and Community Development while Elias Ngongondo has been moved from Home Affairs to Social Development and Persons with Disabilities.
There is a new Accountant General in the name of Rex Kampanje and J.N Mphande is the new director of Budget while H.A Juwa remains as Director of Public Events.
The statement also said Brian Mangulama is the Director of Public Procurement.
