Malawi may lose UN vote
by Gedion Munthali, 20 July 2004 - 12:20:08
Malawi is among 15 member countries which risk losing their right to vote in the general assembly of the United Nations because they are in arrears in the payment of their financial contributions to the organisation.
Other countries in arrears in the payment under Article 19 of the UN Charter are Benin, Central African Republic, Chad, Comoros, Georgia, Guinea-Bissau, Iraq, Liberia, Mauritania, Niger, Republic of Moldova, Sao Tome and Principe, Somalia and Tajikistan.
Posted as agenda item 124, and appearing as scale of assessments for the apportionment of the expenses of the United Nations, the notice on the UN website reads:
“As of 12 July 2004, 15 member states are in arrears under the terms of Article 19 of the UN Charter:
“A member of the United Nations which is in arrears in the payment of its financial contributions to the organisation shall have no vote in the General Assembly if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years.
“The General Assembly may, nevertheless, permit such a member to vote if it is satisfied that the failure to pay is due to conditions beyond the control of the Member.”
The UN has 191 members.
