Vice president Justin Malewezi Tuesday took a swipe at senior government workers accusing them of lack of commitment, which has led to poor performance of the civil service.
Malewezi was speaking at Malawi Institute of Management (MIM) during a closed-door meeting for cabinet ministers and their deputies organised to discuss new strategies for assessing principal secretaries and other senior government officials on management contract.
Secretary for President and Cabinet Alfred Upindi said the new strategies, which have been developed by MIM, will replace annual confidential reports assessment system which he said has failed to improve the civil service.
According to Upindi, the new system will facilitate the development of objectives to be achieved by each contract officer over a period of a year, periodic performance reviews and annual performance appraisals among others with an aim to improve the civil service.
In his address, Malewezi said although the management contract system is aimed at improving the civil service, productivity in the service is not satisfactory and the morale is low because there is no operational guideline for the contracted senior officers, hence the development of the new guidelines under discussion.
Malewezi said because of the poor performance of most senior officers the civil service faces several unresolved problems like inadequacy of implementation capacity, ghost workers and fraud cases, which he said have been discussed at cabinet level on several occasions.
Said Malewezi: “I remember cases where cabinet directives were either not implemented or implemented in a way that betrayed the spirit and letter of the directive. All such cases negatively impact on the delivery of public services to the people.”
